Hubert H. Humphrey Fellowship Program is a scholarship program for international students who want to pursue their academic studies and professional development with U.S. counterparts to enhance their leadership skills to address local and global challenges and foster change for our collective good.
The Hubert H. Humphrey Fellowship is sponsored by the U.S. government, a non-degree fellowship where Fellows are placed at one of the participating universities in the USA, and they do not have the option to select their host institution.
Instead, they are grouped in diverse cohorts of 7-15 individuals and then placed at the most suitable host institution based on their professional field and area of interest.

Number of Awards:
Around 200 Fellowships are granted annually.
Target group:
Citizens of eligible countries in Sub-Saharan Africa, Europe and Eurasia, Middle East and North Africa, East Asia and Pacific, South and Central Asia, and Western Hemisphere.
Scholarship details:
The Fellowship includes the following provisions:
- Coverage of tuition and fees at the designated host university
- Pre-academic English language training, if required
- Living expenses allowance, along with a one-time settling-in allowance
- Coverage for accidents and sickness
- A book allowance
- A one-time subsidy for a computer
- Air travel (international travel to and from the U.S. for the program and domestic travel to mandatory program events)
- Professional Development allowance for activities like field trips, professional visits, and conferences
Eligibility:
Applicants should meet the following criteria:
- Hold an undergraduate (first university) degree
- Have at least five years of full-time, professional experience
- Limited or no prior experience in the United States
- Demonstrate leadership qualities
- Show a track record of public service in the community
- Proficiency in English language

Application details:
Application deadlines vary by country but generally fall between May and September each year. The nominating U.S. Embassy or Binational Fulbright Commission will inform you of its internal deadline for receiving applications. Embassies and Commissions must submit their nominations to the Institute of International Education office in Washington, DC by October 1.
