The Hong Kong PhD Fellowship Scheme was founded in 2009 by the Hong Kong Research Grants Council (RGC) with the primary goal of drawing exceptional students from around the world to pursue their PhD degree programs at Hong Kong’s institutions.
The HKPF enables recipients to pursue their PhD studies at UGC-funded institutions in Hong Kong, including:
- City University of Hong Kong
- Hong Kong Baptist University
- Lingnan University
- The Chinese University of Hong Kong
- The Education University of Hong Kong
- The Hong Kong Polytechnic University
- Hong Kong University of Science and Technology
- The University of Hong Kong

Scholarship details:
The Fellowship offers an annual stipend of HK$ 331,200 (approximately US$42,460) and a conference and research-related travel allowance of HK$ 13,800 (approximately US$1,760) per year for each recipient, spanning a period of up to three years.
Eligibility:
Prospective full-time PhD students aspiring to enroll in UGC-funded institutions in Hong Kong, regardless of their country of origin, prior work experience, and ethnic background, are eligible to apply.
Applicants are expected to exhibit exceptional academic performance, research ability/potential, as well as strong communication and leadership skills.
